I am pleased to announce that the Municipal Law Section of the New York State Bar Association and the Edwin G. Michaelian Municipal Law Research Center of Pace University have jointly published my article, Appointment to Positions in New York State’s Civil Service, in the Fall 2010 issue of Municipal Lawyer, [Vol. 24, #4, pages 5-12].

With apologies to Elizabeth Barrett Browning,* the article asks How may I appoint you; Let me count the ways! and then discusses the various types of appointments and selection procedures that may be applicable when the State, political subdivisions of the State and public benefit corporations decide to appoint or promote an individual.

Another article, The Anatomy of a Layoff, was published in the Summer 2009 issue of Municipal Lawyer [Vol. 23, #3].
